NCNM Job Advertisement : Public Relations and Communication officer,IT Officer and Internal Auditor

The National Council of Nurses and Midwives (NCNM) is a regulatory body established by Law      № 25/2008 of 25/07/2008. Its principal function is to protect the public from any harm that may result from the practice of a nurse or midwife, by setting standards of education and practice, as well as registering only those who are eligible and competent to practice.

In order to effectively operate and fulfil its obligations, the NCNM is interested in employing dependable and competent candidates to fill the following positions:

  1. Public Relations and Communication officer: One (1) position, report to the Registrar.
  2. IT Officer: One (1) position, report to the Registrar.
  3. Internal Auditor: One Position, report to the Registrar
  1. Public Relations and Communication officer

Minimum qualification:

Bachelor’s Degree in Communication, media, Journalism, Public Relations, linguistics and literature, international relations;

Required Competencies and Key Technical Skills:

  1. Ability to understand and apply fundamental concepts and principles related to investigating facts, gathering and packaging of information for effective delivery to audiences;
  2. Ability to develop and implement communications initiatives using appropriate tools and channels;
  3. Research and critical thinking skills;
  4. Report writing and presentation skills;
  5. Ability to convey ideas clearly and concisely;
  6. Verbal, non-verbal and written and digital literacy skills;
  7. Knowledge of online communication tools with special emphasis in audio-visual production and dissemination;

  7. Fluency in speaking and writing Kinyarwanda, English and/or French. Fluency in all national languages is an added advantage.

Duties and Responsibilities:

  1. Plan, develop and implement public relations strategies;
  2. Research, write and distribute press releases to targeted media;
  3. Collate and analyze media coverage;
  4. Prepare and supervise the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programmes;
  5. Devise and coordinate photo opportunities;
  6. Organize events including press conferences, open days and press tours;
  7. Maintain and update information on the NCNM website in collaboration with ICT Officer;
  8. Manage the Public Relations aspect of a potential crisis situation;
  9. Disseminate and record news from NCNM activities;
  10. Improve the level of understanding of the population on institution missions and activities and maintain a good picture of it;
  11. Organize all surveys or opinion polls on services the institution if necessary;
  12. Publish and disseminate messages, speeches and interviews of the NCNM;
  13. Perform any other task assigned by the supervisor.

2. IT Officer

Minimum qualification:

Bachelor Degree/Advanced Diploma (A1) in Computer Science, Computer Engineering, Software Engineering, Information and Communication Technology, Electronics or Telecommunication

Engineering or Information Management System. Certifications in A++, N++, MCIP, MCSA, CCNA are added advantage.

Required Competencies and Key Technical Skills:

  1. Understanding of ICT specifications for different equipment, PCs, Printers, scanners, etc;
  2. Proficient in Internet technologies and IT infrastructure (TCP/IP), WAN, LAN, MPLS, fixed and mobile telecommunications networks;
  3. Ability to convert high-level customer needs into a technical development strategy;
  4. Ability to manage and troubleshoot TCP / IP networking issues;
  5. Ability to repair PCs and other hardware equipment; Experience in desktop support, network administration, system administration are added advantage;

Duties and Responsibilities:

  1. Support personnel, and act as focal point when end-users face hardware, software, or system issues;
  2. Administer desktop printers, IP telephony, servers and related equipment (monitor, hard drive, keyboard, etc..), software deployment, security updates and patches;
  3. Keep inventory of all equipment, software, and licenses;
  4. Monitor and work on responding quickly to incoming requests related to IT issues;
  5. Maintain user PC, including upgrades and needed configurations;
  6. Monitor the LAN or WAN infrastructure in the office;
  7. Make sure the PC’s/ Laptop’s function properly, take measures to avoid downtime and monitor to keep things smoothly;
  8. Taking care of all the networking issues and troubleshoot it as soon as possible;
  9. Maintaining and creating a document management system to protect and restore the data;
  10. Provide phone, remote access, and desktop support of Intel based hardware and software systems;
  11. Maintain licensing compliance and asset tracking databases of hardware and software;
  12. Serve as local data recovery expert of failed hard drives and PC based systems;
  13. Assist users in configuring approved wireless devices.
  14. is responsible of the development, design and implementation of new software solutions or modification and upgrade of the existing ones, toward digitization of the NCNM

3, Internal Auditor

Minimum qualification:

Bachelor’s Degree in Accounting, Finance, Management and at least a CPA intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers), or CPFA/CPFM;

Holding a professional certification in internal audit (Certified Internal Auditor (CIA)) is an added advantage.

Required Competencies and Key Technical Skills:

  1. Proficiency in financial management systems and knowledge of the Rwanda’s public finance management;
  2. Knowledge of the legal and institutional framework of Rwanda’s public finance management;
  3. Leadership skills;
  4. Report writing and presentation skills;

    2. Decision making skills;
    3. Time management skills;
    4. Risk management skills;
    5. Results oriented;
    6. Digital literacy skills;
    7. Fluency in Kinyarwanda, English and/ or French. Knowledge of all is an added advantage.

    Duties and Responsibilities:

    1. Implement internal audit plans as approved by BoD;
    2. Conduct internal audit engagement of the NCNM as assigned by the NCNM Finance Committee as per the applicable laws and regulations and advise accordingly;
    3. Produce regular audit reports to the standard prescribed, intended for the NCNM BoD;
    4. Quarterly review of financial statements of the NCNM;
    5. Follow-up on the implementation status of the BoD’s resolutions pertaining to internal audit and the recommendations;
    6. Ensure proper filing of audit documents;

    Perform any other duties assigned by the supervisor.
